From what I understand, it's Juarez, not Tijuana, that has the rough reputation nowadays. At least that's what I hear from a friend in the DEA.

Tijuana is a sleepy resort town compared to Juarez. I remember some talk several years ago when the FBI/DEA took out the (relatively peaceful) cartel that controlled the drug trade in Sonora/Arizona. Off the record, most law enforcement were hoping like mad that the Tijuana cartel would prevail over the extremely bloody Juarez/El Paso organization in the ensuing battle for control.
